I should consider the value of the Sea Wall as it now stands, to the Government and Marine Tenants respectively, to be about one third of the contract price of $14 per foot or what has been paid for the greater portion of it.
The rubble stone foundations and coursed rubble are at all events two footing uninjured so far as I have yet been able to ascertain.
For the wall at the East end opposite Marine Lots 6, 7, 8 and 9 payment has yet been made to the Contractor as arranged with Mr. Sharp before his leaving the Colony.
I append a statement showing the amounts expended by the Government on the Sea Wall and reclaiming land, the amounts still to be paid, in the event of the present Contract being completed.
As stated in my former letter on the subject I stated that I was of opinion that it would be useless to attempt to repair the Sea Wall until the filling in at the back was completed by the Tenants to the level of low Water.
The Contract for the Sea Wall is dated 24 September 1860, and the time allowed for completion 10 months. This completion it is impossible to effect without cooperation on the part of the Tenants who were required under their leases to construct the Praya behind the Sea Wall within six months of the date of entry.
Jan 3 only has the Praya been completed, while out of the 26 remaining lots, some have not even commenced the work.
